Bernardo Mendez Lugo is currently the Mexican Deputy Consul in Tucson, Arizona, USA, before he was at the Consulate General of Mexico in San Francisco as Press and Trade Consul (2001-October 2006), Consulate General of Mexico in Atlanta as Press Attaché and Academic Liaison (June1996-July 2001), Press Attaché at the Consulate General of Mexico in Montreal, Canada , (04/1992 -01/1993) Advisor, Ministry of Foreign Affairs(09/1990-03/1992). Mr Mendez Lugo has done research on energy and oil. Analysis of schemes for energy privatizations regarding alternatives such as leasing, joint ventures, foreign loans and lending. He also was advisor to Mexican Ministry for Trade and Industrial Promotion (04/1987-12/1988). Full Time Associate Professor at Universidad Autonoma Metropolitana Mexico City, Social Science Division (1974-1990). He has a Master of Philosophy on Development Studies at The Institute of Development Studies in Sussex, England. Bachelor of Arts, International Relations at the National Autonoumus University of Mexico (1976) UNAM, Mexico .
